Add workshop rules, organization, tools, and safety guide

New spaces/workshop.md covering: stigmergy principle (observe, act,
leave clues), daily cleaning, organization, improvement process, color-
coded tape system for tools (white = collective), first aid kit
locations, and the manager-on-main-board convention. Link from spaces
index and outbuildings.

## Stigmergy — The Principle of Self-Organization
Stigmergy is the mode of organization used by ants, termites, and Wikipedia. It works through traces left in the environment that guide the next person's action.

- At the **end of a working day**, take 15 minutes to tidy up.
- In the morning, the workshop should always be clean for whoever enters next.

## Tools' Rules
- A **colored-tape system** marks personal tools and collective tools. **Collective tools are marked with white tape.**
- If you want to use a **personal tool, ask the owner first.** The current color code is shown on the labels (see the sign in the workshop).
- If you want to use **electric collective tools for the first time, ask the manager first** — even if you already know how to use them.
- **Act with better care than if the tools were your own.**
- If a **machine or tool breaks**, take it out of circulation and tell the manager (and the tool's owner, if it's a personal tool). Don't keep using it or pass it on to be used.
