    Honour per-wave fiat when the organiser set an explicit rail list (#67).

    Verified on bohm's dev LNbits before tagging: an event whose advertised
    wave cannot take fiat now publishes tickets_payment_methods 'lightning'
    beside an absent tickets_allow_fiat instead of contradicting itself;
    fiat from that wave is still refused, Lightning still mints an invoice,
    and the event-level question still reports every rail the organiser
    enabled.
