    The operator publishes what it did to a bay and the machine, which holds
    the notes, owns the running count. Removes the endpoint that let a
    dashboard form loaded before a dispense discard that dispense.

    • POST/GET /machines/{id}/cassettes/ops; the count-publish endpoint,
      update_cassette_config and UpsertCassetteConfigData are gone
    • m013 cassette_ops, m014 counts_uncertain_since, m015 state_seq
    • dashboard records operations and shows each applied or pending
    • seq breaks a same-second tie in the state-event ordering gate

    Pairs with aiolabs/bitspire#106 on the machine side. Deploy this first.
