Padreug 7b4a42ced1 Add workshop rules, organization, tools, and safety guide

New spaces/workshop.md covering: stigmergy principle (observe, act,
leave clues), daily cleaning, organization, improvement process, color-
coded tape system for tools (white = collective), first aid kit
locations, and the manager-on-main-board convention. Link from spaces
index and outbuildings.
